Dr. Gunter Schramm
Gunter Schramm’s professional career spans over 35 years of policy analysis,
project development, economic research and university teaching in the areas of
natural resources, water, energy, power and related environmental issues. In
addition to extensive work experience in the USA, Canada and Europe, he has
worked in over thirty-five developing countries world-wide. From 1994 to 2002 he
was a consultant-in-residence for the International Finance Corporation, developing
GEF supported renewable energy projects world-wide. He continued this work as an
independent consultant since then. During that period, he was responsible for the
development of the CEPALCO 1 MW solar power plant in the Philippines, of the
GEF/UNEP/KfW supported PV-Hydro Project, as well as co-manager of the EMPower
Project supported by the same agencies. From 1983 to 1994 he was a staff member
at the World Bank, first as a senior energy project economist responsible for
Eastern Africa, then as head of the Energy Development Division and subsequently
as Energy Advisor in the Industry and Energy Department. He was a professor of
resource economics and department chairman at the University of Michigan, Ann
Arbor from 1969 to 1983.
He is the author of six books and more than 100 other professional publications.

Dr. Frederick Morse, President, Morse Associates, Inc.
Fred Morse first became involved in renewable energy issues in
the late 1960s, when he served as Executive Director of the
White House Assessment of Solar Energy as a National Energy
Resource. In the early 1970s, he designed the United States’s
first renewable energy program, a strategy that has effectively
guided US activities for almost a half century.
Since then, Dr. Morse has become an international leader in
promoting the development and use of renewable energy
technologies. Working in senior level positions at the US
Department of Energy in the late 1970s and 1980s, he played a
significant role in defining and managing major solar energy
research, development and commercialization programs with
annual budgets of up to $250 million. In addition, he served as
the US representative to various international management and
advisory bodies. He has also served on the Board of Directors of
the American Solar Energy Society, the International Solar
Energy Society, the Sustainable Buildings Industry Council and
the Solar Energy Industries Association.
Over the years, Dr. Morse has gained an international reputation
in the energy field as an individual who brings clear thinking,
innovative and creative ideas, and exceptional organizational
skills to the array of challenges facing industry and government
today in renewable energy and environmental issues.
Frederick Morse is a graduate of Rensselaer Polytechnic Institute
(B.S., Mechanical Engineering), Massachusetts Institute of
Technology (M.S. , Nuclear Engineering), and Stanford
University (Ph.D., Mechanical Engineering).

Program Manager
Cynthia Hunt Jaehne, Morse Associates, Inc.
Cynthia Hunt Jaehne has 10 years experience with renewable
energy project management. As Program Manager for Morse
Associates, she is responsible for project proposals and
budgeting, managing the day-to-day operations of projects and
facilitating project events. She is also responsible for drafting
project reports, promotional materials and informational
brochures. Cynthia Hunt Jaehne has managed the EMPower
Program since 2003 and has presented the program at a number
of meetings and conferences.
In addition to her work for the EMPower Program, other projects
include managing two studies the Solar Electric Power
Association relating to utility procurement of solar and innovative
procurement. As a project assistant on the Hetch Hetchy, PIER
Project (examining the potential for large-scale CSP in
California), she drafted the Solar Incentives Report for the
program as well as contributing to managing and editing the final
program report. Cynthia Hunt Jaehne organized and managed
the conference leading to the launch of the CSP Global Market
Initiative, including brochures and conference materials.
As Program Manager for Morse Associates, Cynthia Hunt Jaehne
has developed the skills and experience necessary for
successful project management. She will continue management
of future EMPower Program efforts with the same focus and
dedication that has helped make this program a success.

Edward C. Kern, Jr., Ph.D., Irradiance, Inc.
and engineering projects across the United States and and
engineering projects across the United States and internationally.
He worked with an electric utility in the Philippines and the
International Finance Corporation to design and install the first
megawatt-scale PV system in Asia. He worked with the United
Nations Environment Program and electric utilities in Mexico, El
Salvador, Costa Rica, Peru, India, Thailand and the Philippines on
planning megawatt-scale PV installations. Currently he is working
on the EMPower India Project with Tata Power Company in Mumbai,
India developing a megawatt-scale PV installation in collaboration
with Morse Associates and the Asian-Pacific Partnership on Clean
Development and Climate.

Edward Kern is also active in the field of solar energy resources
assessment and system performance monitoring and modeling.
Irradiance manufactures a Rotating Shadowband Radiometer, a
field survey instrument for measuring and recording global, direct
and diffuse solar radiation that he invented in the early 1990s.
Since 2006 Irradiance has provided these instruments to clients in
Spain, Australia, Mexico, Israel, Jordan and the United States,
including the National Renewable Energy Laboratory’s Solar
Radiation Research Laboratory.
Edward Kern is a graduate of Dartmouth College and its Thayer
School of Engineering. He earned his Ph.D. at Massachusetts
Institute of Technology. In 2005 he was elected a Fellow of the
American Solar Energy Society.

Peter Toggweiler, Engineer, President of the Board of
Enecolo AG
Peter Toggweiler started his career at Electrowatt Engineering
Services working on PV, electric vehicles, CSP and energy saving
in buildings. After he joined Alpha Real AG he was put in charge
of the developing and implementing the first private
grid-connected PV system in Switzerland, which included a 333x3
kW grid-connected PV-system which began in 1989. In 1991 he
founded the engineering company Enecolo AG with a focus on
building integrated photovoltaics (BIPV). Peter Toggweiler
initiated many different technical developments, holds several
patents and was co-founder of several new companies including
Edisun Power Europe AG, which completed a successful IPO in
September 2008. He remains a member of the board of Edisun
Power Europe AG.
Peter Toggweiler has more than 28 years experience with PV with
focus on BIPV systems, PV grid interconnection, utility issues and
operation of medium and large-scale PV systems. Participation in
several international projects and collaboration with organizations
such as the International Energy Agency (IEA),
European-R&D-projects, International Electrotechnical
Commission (IEC), European Space Agency (ESA) and the Global
Environment Facility (GEF) contribute to his extensive experience.
In addition to his ongoing work as a PV expert for the EMPower
Program, he is presently working on large projects in France and
Spain and is leading the national standardization committee for
PV, TC 82.
