Background
Morse Associates, Inc., the management firm for Phase I of the
EMPower Program, successfully responded to an RFP and received a
grant from the APP to facilitate the development of a 1MW grid-
connected PV pilot project that will be integrated into the Tata Power
utility system.
EMPower India engaged solar experts, Edward Kern of Irradiance, Inc.
and Peter Toggweiler of Enecolo AG, to work with the Tata staff to
assess the solar resource, define the optimal site and configuration
for this plant and facilitate financing. Tata Power staff received
training on the operation and maintenance of grid-connected PV
plants in anticipation of the plant’s completion. The EMPower
management team created a replicable method for developing similar
solar plants.
About the Asia-Pacific Partnership
The APP brings together the governments and private sectors of
Australia, Canada, China, India, Japan, the Republic of Korea and the
United States in an innovative effort to facilitate investment in and
deployment of clean energy technologies, goods and services;
accelerate the sharing of energy-efficient best practices; and identify
policy barriers to the diffusion of clean energy technologies.

The EMPower India Project was a collaboration of the Asia Pacific
Partnership on Clean Development and Climate (APP), Tata Power
and the EMPower Program. The EMPower team received a grant from
the APP to facilitate, over an 18-month period, the development of a
pilot 1MW grid-connected photovoltaic (PV) pilot project to be
integrated into the Tata Power utility system. The project capacity
was later increased to 3MW to maximize project benefits. The
EMPower Team completed its facilitation efforts and the project is
currently under development by Tata Power.

The 3 MW 'Mulshi' PV project is located north of Mumbai and site
preparations are currently underway. Once completed, this
EMPower India project will provide clean, renewable energy to the
utility system and support the goals of the APP to accelerate the
development and deployment of clean energy technologies.
